Yugoslavia issued fuel coupons during the NATO bombing campaign of 1999, when sanctions and infrastructure destruction created acute petroleum shortages. These were rationing instruments, not currency — but they circulated with the same practical urgency as banknotes in a country where filling a tank had become a logistical problem.
The 1999 series is one of the last documented scrip issues under the Federal Republic before the political collapse that followed Milošević's fall in October 2000.
