Military fuel coupons issued by PLA regional commands functioned as an internal rationing currency — redeemable only within the logistics network of the issuing command, never convertible to cash or civilian fuel supplies. The Chengdu Military Region covered Tibet and Sichuan, and the early 1990s saw sustained operational demands in both provinces following the post-1989 internal security posture maintained across the PRC's western commands.
These coupons were printed in tight controlled runs and destroyed after redemption, which is precisely why survivors reach collectors at all — clerical surplus, overlooked stock, the occasional quartermaster who kept what he should have returned.
