Yugoslavia issued fuel ration coupons as state-controlled distribution collapsed under the weight of UN sanctions imposed in May 1992. These coupons — denominated not in dinars but in liters — circulated alongside increasingly worthless banknotes as the hyperinflationary spiral made price-based rationing impossible. Fixing allocation by volume rather than currency was a practical admission that the monetary system could no longer perform the function.
The 5-liter denomination was among the smallest unit issued, suited to private vehicle use rather than commercial allocation.
