Issued to mark Israel's sixteenth anniversary of independence, this coin also commemorated the opening of the Israel Museum in Jerusalem — an institution conceived partly as a repository for the Dead Sea Scrolls, which had been acquired through a series of clandestine purchases beginning in 1947. The museum opened in May 1965, meaning the coin preceded the inauguration by roughly a year, a deliberate move to generate international awareness and funding interest ahead of the opening.
KM#43 was struck in two versions: a business strike and a proof, with the proof reserved almost entirely for overseas collectors through the State of Israel Bonds program.
