Issued to mark Israel's 13th anniversary of independence in 1961 — the numerical coincidence of 13 years and Bar Mitzvah being too deliberate to ignore — this was part of the annual commemorative series the Bank of Israel had maintained since 1958. The Bar Mitzvah theme was a pointed choice: in Jewish tradition, 13 is the age at which a boy assumes full religious responsibility, and framing a young state's anniversary in those terms carried obvious political weight without requiring a word of explanation to the intended audience.
