Malta's 1986 silver issues were produced during a period of deliberate economic nationalism under Dom Mintoff's Malta Labour Party, which had spent the preceding decade aggressively distancing the island from British financial structures following independence. The 5 Liri denomination was reserved almost exclusively for collector and commemorative purposes by this point — ordinary Maltese commerce ran on base-metal fractions, making this a coin struck for export revenue as much as domestic pride.
KM#85 is a low-mintage proof-oriented issue. The "Saver" designation links it to Malta's national savings promotion campaigns of the mid-1980s.
