The International Year of Disabled Persons was declared by the United Nations for 1981, and Malta — like several small Commonwealth-aligned nations — delayed its commemorative issue by two years, a common pattern when mint scheduling and die preparation ran behind the UN calendar. The Central Bank sourced this striking from the same 28.28g/.925 specification used across dozens of Commonwealth commemoratives of the period, a format coordinated largely through the Royal Mint's supply arrangements with smaller issuing authorities.
