The 1984 World Fisheries Conference, held in Rome under FAO auspices, was the first intergovernmental conference dedicated entirely to global fisheries management — convened precisely because international fish stocks were collapsing under unregulated industrial trawling. Malta, strategically positioned at the center of Mediterranean fishing grounds, had direct economic interest in whatever frameworks emerged. Several commemorative issues were struck by participating nations; Malta's contribution to the series is among the lower-mintage examples.
