The Central Bank of Malta was established in 1968, just four years after independence from Britain, and the lira it managed was essentially the Maltese pound redenominated — same value, new name, new political identity. By 1988, Malta was navigating a careful neutrality between NATO and the Soviet bloc, having constitutionally declared itself a neutral state in 1987. The 5 Liri silver issues of this period were collector-targeted from the outset; the denomination never meaningfully circulated.
