Italian civilian internment camps operated under Royal Decree No. 1415 of 1940, which formalized the confinement of foreign nationals and designated "politically unreliable" Italian citizens following entry into the war. Padova's camp was among several that issued internal scrip to prevent internees from accumulating standard currency — a control measure as much as a logistical one.
Camp scrip of this type was deliberately rendered non-negotiable outside the wire. Most was surrendered, destroyed, or confiscated at release or transfer, making survivor examples genuinely uncommon.
