Issued as part of the global FAO coinage program, which the Food and Agriculture Organization coordinated with central banks throughout the 1970s to promote agricultural awareness through circulating currency. Lebanon's participation is notable given the timing — 1978 fell squarely within the early years of the civil war that had been tearing the country apart since 1975, making the optimistic agricultural messaging of the FAO program a striking contrast to conditions on the ground.

The Banque du Liban continued issuing coins through much of the conflict, though distribution was severely disrupted by factional control of different regions.
