The Free Territory of Trieste never fully cohered as a political entity, and Zone B — administered by Yugoslavia — issued its own scrip almost immediately, bypassing the joint governance framework before the ink on the 1947 Paris Peace Treaties had dried. This note was produced by the Croatian State Printing Office in Zagreb, making it a Yugoslav instrument dressed in the language of an ostensibly international territory.

The issuing bank's name — encompassing Istria, Rijeka, and the Slovenian Littoral — signals the broader Yugoslav territorial ambition in the region, which was eventually confirmed when Zone B was formally absorbed into Yugoslavia in 1954 following the London Memorandum.
