Issued as part of the United Nations Food and Agriculture Organization's global coin program, which ran through the 1970s and enlisted dozens of national mints to produce commemorative circulation coinage promoting food security and agricultural development. Turkey's participation reflected the FAO's particular focus on rural economies in the developing world during that decade. The program was never a coordinated monetary policy — each country issued independently, on its own schedule, and to wildly varying mintage figures, which makes systematic collection across nations genuinely difficult.
