The Denarni Zavod Slovenije was established by the Liberation Front of Slovenia in 1944 to give the Partisan-controlled territories a functioning monetary authority independent of both the Italian occupation lira and the German-backed kuna. That a Slovenian Partisan institution had its emergency currency printed by the Serbian state printer in Belgrade — ZIN — says something about the coordination achieved within the Yugoslav resistance movement even before liberation was complete.

The second issue designation distinguishes it from an earlier, more crudely produced run. ZIN's involvement brought a measurably higher printing standard to what was, functionally, wartime scrip.
