The 1985 UNESCO conference held in Sofia was part of the organization's broader push during the mid-1980s to engage Eastern Bloc nations as active cultural partners rather than peripheral members. Bulgaria had been cultivating its UNESCO relationship since the 1970s, partly as a vehicle for projecting soft power and legitimizing the Zhivkov regime's cultural nationalism on an international stage. Commemorative coins tied to such events were a standard instrument of that effort.

KM#153 is one of several Bulgarian copper-nickel commemoratives from this period that saw limited circulation outside collector channels.
