Flanking the eagle on either side are vertical fasces with axes, emblems of Italian Fascist authority. The denomination '5 LEK' appears in the lower centre of the field, with the date '1939' to the lower left and the Roman numeral 'XVII' (denoting the seventeenth year of the Fascist era) to the lower right.
