Georgia joined the Council of Europe in 1999, becoming the 41st member state after a accession process complicated by the unresolved conflicts in South Ossetia and Abkhazia — territories the Council pointedly noted remained outside Tbilisi's effective control. This coin marks the twentieth anniversary of that membership. The CoE issued similar commemorative programs across multiple member states for the 1999 cohort, making Georgian-specific issues the natural vehicle for national participation in the broader anniversary cycle.
