Georgia's second series of lari notes launched in 1999 following the currency's introduction in 1995, which had itself replaced the short-lived coupon system used after Soviet dissolution. The 5 lari denomination in this series circulated heavily through a period of acute economic instability — the early 2000s saw Georgia grappling with energy crises, civil unrest in Adjara, and the Rose Revolution of 2003, all of which kept cash demand high and notes in rough condition.

Watermark-only security on a paper substrate was already considered minimal by the time this type reached its final print years. The long issue window — over a decade — means surviving examples span a wide condition range.
