During the Second World War, the "Shetland Bus" operation ran covert supply missions between Shetland and German-occupied Norway, using fishing vessels to deliver agents, weapons, and radio equipment. The 1999 issue commemorates this connection between Shetland and the Norwegian county of Sørlandet, struck in silver as a local authority issue — Shetland Islands Council has produced its own coinage since the 1980s, denominated in a hybrid currency that has no legal tender status beyond its commemorative function.
