Moster is a small island community in Hordaland, western Norway, and this 5 Kroner note is one of the emergency municipal issues produced during the German occupation after April 1940 disrupted normal banking and coin supply across the country. Dozens of Norwegian municipalities resorted to printing their own scrip that year — Moster among the smallest and most remote to do so.
The NP (Norwegian Paper Money) catalog documents these occupation-era municipal issues as a distinct collecting category. Moster's examples survive in very limited numbers, unsurprising given the tiny issuing community.
