This note was issued not by a bank but by the Niederösterreichisches Landesjugendamt — the provincial child welfare authority of Lower Austria — during the acute postwar currency shortage of 1920, when municipalities, welfare offices, trade associations, and even individual businesses across the former Habsburg territories were issuing their own emergency small-change notes (Notgeld) to plug gaps left by a central bank overwhelmed by hyperinflationary pressure. It is unusual to find a social welfare agency among the issuers; most institutional Notgeld came from commercial or municipal bodies.
Stefan Eggler's involvement places this among the more deliberately designed pieces of Austrian Notgeld — his work appears across several Viennese issues of the period rather than the hastily typeset slips that dominate the emergency coinage literature.
