Landegg, in Lower Austria, housed one of the larger internal refugee camps established by the Habsburg administration to manage the massive displacement of civilians — primarily from Galicia and Bukovina — following the Russian advances of 1914–15. Camp scrip like this 5 Kronen note was a deliberate containment measure: refugees were paid in currency only redeemable within the camp's own canteen and supply system, which both prevented economic friction with the surrounding civilian population and kept inhabitants financially dependent on the administration.
The issuing authority — K.K. Barackenverwaltung — was a purely local barracks management office, not a banking institution, which makes these notes administratively unusual. Most camp scrip from this network was printed on tinted paper in small quantities and discarded or destroyed when camps closed after 1918, leaving survivors genuinely scarce across the entire Camb 1584 series.
