Anna Ioannovna's accession in 1730 came with conditions — the Supreme Privy Council attempted to force her to sign "articles" limiting autocratic power before she took the throne. She signed, then tore them up publicly within weeks. The copper coinage reform that followed was part of a broader effort to stabilize a monetary system badly disrupted by Peter I's aggressive reworking of Russian denominations, and the ММ mintmark places this piece at the Moscow Mint during its resumed copper operations.
The 1730 date is the first year of this type — early dies are known to show inconsistencies in the mintmark placement.
