Vneshtorgbank's small-denomination certificates were issued specifically for use in Beriozka shops — the hard-currency retail network where Soviet citizens who received foreign earnings could spend their valuta without handling actual foreign banknotes. The 5 kopeck denomination sat at the bottom of the certificate ladder, used for change in transactions where the amounts were modest but the currency controls were absolute.
Two distinct series exist: one for general foreign currency holders and a separate "D" series restricted to Soviet nationals working abroad. The two are not interchangeable and collectors frequently conflate them.
