The Convertible Mark was introduced in 1998 as part of the monetary framework established under the Dayton Agreement, replacing the Bosnian Dinar at par with the German Mark — a deliberate peg designed to impose monetary stability on a country still rebuilding its banking infrastructure from the ground up. The currency's name itself was a political compromise: "marka" satisfied Bosniak and Croat preferences while remaining acceptable to Bosnian Serbs.
Oberthur's production of this first series was secured before Bosnia had the institutional capacity to manage domestic printing, and the notes carried a currency board arrangement enforced by law — every Mark in circulation had to be fully backed by foreign exchange reserves.
