The Office Central de Répartition des Produits Industriels was the Vichy-era body established to administer rationing of industrial materials under the German occupation. These "titres de répartition" for ordinary steel were allocation vouchers, not currency — each represented a claim on a fixed weight of controlled material, redeemable through approved industrial channels. They circulated among manufacturers, foundries, and procurement offices rather than through any banking system.
Steel was among the most tightly controlled commodities of the occupation period, with a significant share of French industrial output diverted directly to German war production. The guilloche underprint was borrowed from banknote security practice to discourage forgery, which was a genuine concern when a small slip of paper could unlock scarce raw materials.
