Chinese county-level grain bureaus issued commodity ration stamps well into the reform era, long after national food rationing had begun its phased dismantling. Taixing County, in central Jiangsu, continued operating its own local grain allocation system into 1990 because provincial and county quotas were unwound on separate, overlapping schedules — not all at once. These flour-specific stamps represent the tail end of that process, when rice and general grain coupons were already being phased out but milled flour still required separate accounting at the county level.

The denomination in kilograms rather than jin — the traditional half-kilogram unit still dominant on most contemporary ration paper — is worth noting.
