Chinese grain coupons (liangpiao) of this type were issued at the township level under the centralized rationing system that had governed staple food distribution since the 1950s. By 1990, national reform was already dismantling the quota framework city by city, meaning many local authorities issued coupons that circulated only briefly before rationing was abolished in their jurisdiction — some within months of printing.
Huafengzeng is a small township in Fujian; its grain authority had no printing infrastructure of its own, so these stamps were almost certainly produced through a provincial contract press. Township-level coupons from this late period tend to survive in either very large quantities, if remainders were kept, or almost none at all.
