Chinese municipal grain ration coupons of this period were administrative instruments, not currency — issued through the danwei (work unit) system and redeemable only within the issuing city. Wuhan's Grain Bureau coupons from 1989–1990 fall squarely in the twilight of China's rationing infrastructure, which was being dismantled province by province through the early 1990s as market reforms took hold. Hubei had begun liberalizing grain prices by 1992, rendering coupons like this one administratively obsolete within a few years of issue.

The narrow strip format was deliberate — easy to bundle, perforate from sheets, and distribute through neighborhood grain stations.
