The 1907 Qing silver coinage was produced under the Tianjin Mint, which had been established with foreign technical assistance as part of the broader modernization push during Guangxu's reign — a program largely directed by Yuan Shikai rather than the emperor himself, who remained under Empress Dowager Cixi's effective control. This particular issue coincides almost exactly with the year Cixi formally stripped Guangxu of his remaining administrative functions.

Kann 213 is notably scarcer than the more frequently encountered Hupeh provincial issues of comparable denomination, a reflection of Tianjin's inconsistent output during this politically turbulent period.
