Ukraine declared independence on August 24, 1991, following a referendum in which over 90% of voters approved separation from the Soviet Union — one of the most decisive margins of any post-Soviet dissolution vote. The 2006 commemorative marks fifteen years from that date, issued during a period when the country was still processing the political fallout of the Orange Revolution of 2004. Commemoratives of this type were produced in relatively modest quantities through the Luhansk Mint, which handled much of Ukraine's circulation and commemorative coinage during this decade before the city became inaccessible following the 2014 conflict.
