The Kyiv Oblast was established on February 27, 1932, by a Soviet administrative decree that carved Ukraine into regional units designed to tighten Moscow's bureaucratic grip during the collectivization drive. The timing was not incidental — 1932 was the opening year of the Holodomor famine, and the oblast structure was partly a mechanism for enforcing grain quotas at the regional level.
Ukraine has issued commemorative circulation bimetallics in this denomination fairly routinely for regional anniversaries, which limits the numismatic distinction of any single piece in the series.
