Ukraine's first post-independence banknote series was introduced under extraordinarily difficult conditions — hyperinflation had already gutted the karbovanets by the time the hryvnia was formally launched in September 1996, with the conversion set at 100,000 karbovantsiv to 1 hryvnia. The notes in this series had actually been printed years earlier, some held in reserve since the early 1990s while the government debated when — and whether — stabilization was achievable.
The 1994 print date on earlier examples reflects that delay between production and circulation. Security specification for the series was minimal by contemporary standards, relying primarily on the watermark at a time when Ukrainian printing infrastructure was still being established.
