Gmunden's 5 Heller notgeld belongs to the vast wave of Austrian municipal emergency currency issued in the immediate postwar years, when chronic coin shortages left local governments no choice but to print their own small-denomination scrip. Stadtgemeinde Gmunden, a lakeside market town in Upper Austria, was one of hundreds of municipalities that turned to local printers for solutions the Vienna government couldn't provide.
The 1920 date places this squarely in the second phase of Austrian notgeld production, after the initial wartime improvisations but before hyperinflation rendered small denominations meaningless within two years.
