The National Bank of Vietnam's 1958 small-denomination notes were issued during a period of intensive infrastructure investment in the Democratic Republic of Vietnam, when low-value fractional currency needed to absorb daily retail transactions in a largely cash-dependent economy with minimal banking penetration outside Hanoi. The 5 Hào sat below the threshold where counterfeiting was economically worthwhile, which likely contributed to a more relaxed security specification relative to higher denominations in the same series.

Pick 70 is among the more elusive entries in the 1958 series — surviving circulated examples routinely show heavy fold wear consistent with prolonged use in humid tropical conditions, which degrades this paper type faster than comparable European issues of the same decade.
