In September 1939, following the joint German-Soviet invasion, the Nazi occupation authority began planning a debased coinage for the General Government territory — a puppet administrative zone carved from Polish soil. Trial strikes like this piece were produced during that planning phase to test compositions and dimensions before committing to full production. The absence of the central hole distinguishes this from the issued type, where the perforation was retained from the prewar Polish design, an unusual continuity given the otherwise deliberate erasure of Polish institutional identity from the occupied currency.
