Beschrijving keerzijde Printed entirely in red, the reverse is dominated by an elaborate guilloche border with interlocking Chinese key-pattern ornamentation framing the entire note. Two large dragon vignettes fill the upper and lower registers — a writhing long-dragon occupies the top centre amid dense repeating BANQUE DE L'INDO-CHINE underprint lettering, while a confronted dragon motif anchors the lower centre. The penal code warning text appears in two parallel columns in the middle field, flanked left and right by the geometric border panels, with the denomination numeral 5 repeated in each corner.

The Banque de France printed this note — an unusual arrangement, as that institution's facilities were ordinarily reserved for metropolitan French currency. Dupuis designed the original allegorical elements, while Léveillé's engraving work carried the fine intaglio detail that gives the series its distinctly metropolitan quality, more closely related to contemporary Banque de France issues than to colonial printing norms of the period.

The "with decrees" designation distinguishes these from later printings: the authorizing colonial decrees appear printed on the note itself, a legal formality that was eventually dropped as the series matured. P#1 is the first catalogued issue for Indochina paper money entirely.
