Obverse description A bold lion's head effigy, depicted facing left with an open maw and flowing mane, is centrally positioned within a raised inner circle. The legend REPUBLIQUE DEMOCRATIQUE DU CONGO curves around the inner annulus. The outer border bears the inscription BANQUE CENTRALE at the top and 5 FRANCS at the base, with the date split 19 - 99 flanking the design at the sides, all separated by five-pointed stars. The overall design is executed in a polished, medallic style with deeply struck relief.

The Democratic Republic of Congo reissued the "Zaïre" country name as simply "Congo" in 1997 following Laurent-Désiré Kabila's overthrow of Mobutu Sese Seko, and the Banque Centrale began issuing a wave of foreign-themed collector pieces almost immediately after. This 1999 piece belongs to that flood of novelty issues produced for the international numismatic market rather than domestic circulation — Congo had no meaningful monetary relationship with the United Kingdom, and the coin almost certainly never crossed the Congo River.
