The Democratic Republic of Congo issued this coin the year after Laurent-Désiré Kabila renamed the country from Zaire, a rebrand that came with its own currency chaos — the new franc had just replaced the almost worthless new zaïre at a rate of 100,000 to one. Striking a coin denominated in francs bearing the portrait of a long-dead British monarch had nothing to do with monetary policy and everything to do with the foreign novelty collector market, a revenue stream Congolese authorities leaned on heavily through the late 1990s.
