Obverse description A roaring lion's head in left-facing profile occupies the central inner circle, rendered in high relief with finely engraved mane detail. An intermediate ring bears the legend REPUBLIQUE DEMOCRATIQUE DU CONGO in raised Latin characters. The outer border carries the issuer's name BANQUE CENTRALE arching across the top, flanked on either side by a star, with the date 19-99 split at the sides and the denomination 5 FRANCS at the base, also flanked by stars.

The Democratic Republic of Congo issued this coin the year after Laurent-Désiré Kabila renamed the country from Zaire, a rebrand that came with its own currency chaos — the new franc had just replaced the almost worthless new zaïre at a rate of 100,000 to one. Striking a coin denominated in francs bearing the portrait of a long-dead British monarch had nothing to do with monetary policy and everything to do with the foreign novelty collector market, a revenue stream Congolese authorities leaned on heavily through the late 1990s.
