This piece belongs to a privately commissioned commemorative program — coins of this type were not issued through any official Dutch or Congolese monetary authority acting on state instruction, but produced for the collector market under licensing arrangements common in the late 1990s. The Democratic Republic of Congo, freshly renamed after Laurent-Désiré Kabila ousted Mobutu in 1997, became a favored issuing vehicle for foreign distributors precisely because regulatory oversight of commemorative licensing was negligible during the transition period.
Face value is nominal; none of these circulated.
