This is a novelty issue from the Democratic Republic of Congo's brief experiment with foreign-themed collector coinage in the late 1990s — a revenue-generating program that had nothing to do with Dutch monetary affairs and everything to do with hard currency for a state in fiscal collapse. The DRC under Laurent-Désiré Kabila, who had seized power in 1997, was largely cut off from international financial institutions. Seigniorage from licensed foreign coin programs offered one of the few reliable income streams.
Queen Beatrix never authorized or endorsed these issues. The series circulated nowhere.
