This is a novelty issue from the Democratic Republic of Congo — one of dozens of foreign-themed commemoratives struck in the late 1990s under licensing arrangements that had nothing to do with Dutch monetary history. The Banque Centrale du Congo authorized a wave of such pieces during this period, many featuring European royalty, historical figures, and foreign coinage designs, primarily targeting the collector market rather than circulation. Anna Paulowna, consort of King William II of the Netherlands, never appeared on a Dutch 5 Francs coin in her lifetime.
