This is a Congo fantasy piece — a coin issued with no legitimate monetary function, produced by private minters exploiting the legal gray zone around small nations' nominal issuing rights. The Dutch royal family connection is entirely decorative; neither Willem-Alexander nor Maxima had any relationship with the DRC, and infant Alexia, born in June 2001, could not have appeared on a coin dated 1999. The date itself is fiction.
