This piece belongs to a category of novelty issues produced by the Democratic Republic of Congo in the late 1990s — a period when the country's central bank licensed its minting authority to generate hard currency revenue through collector coins bearing foreign imagery. The Dutch five-franc type featuring Willem III had long ceased circulation by 1890, making its appearance on a Congolese issue over a century later purely commercial in nature.
