This is a fantasy piece — the "Banque Centrale du Congo" never issued a 5 Francs coin bearing the portrait of Dutch King Willem II, and no legitimate monetary authority produced such a combination. Issues of this type were manufactured in bulk during the 1990s and early 2000s by private minting operations exploiting loosely governed or nominal issuing licenses from smaller nations, Congo among them. The nominal issuer had little or no involvement beyond lending its name.
