Obverse description At center, a finely detailed roaring lion's head facing left, set within a raised inner circle. A second intermediate ring bears the arc legend REPUBLIQUE DEMOCRATIQUE DU CONGO around the lion. The broad outer border carries the legend BANQUE CENTRALE at top and 5 FRANCS at bottom, flanked by six five-pointed stars, with the split date 19 – 99 appearing at left and right respectively. The overall design is executed in proof finish with frosted devices against a mirror field.

This is a fantasy piece — the "Banque Centrale du Congo" never issued a 5 Francs coin bearing the portrait of Dutch King Willem II, and no legitimate monetary authority produced such a combination. Issues of this type were manufactured in bulk during the 1990s and early 2000s by private minting operations exploiting loosely governed or nominal issuing licenses from smaller nations, Congo among them. The nominal issuer had little or no involvement beyond lending its name.
