The Banque du Congo Belge was established in 1909, the same year Belgium formally absorbed the Congo Free State from Leopold II following international outcry over atrocities committed under his personal rule. This note circulated during a period when the colony's monetary infrastructure was still being normalized after decades of rubber-quota enforcement and company scrip.
Waterlow & Sons handled the printing throughout the entire 1914–1921 date range, which spans the First World War — a period when shipping printed currency to central Africa from London carried genuine logistical risk. The P#4C designation distinguishes this as one of several signature varieties within the broader 5 Francs series.
