This is one of several foreign-themed commemorative issues produced for the Democratic Republic of Congo in the late 1990s, a period when the newly renamed state — Mobutu's Zaire officially became the DRC in 1997 — was generating hard currency through licensed commemorative programs rather than domestic monetary policy. Queen Letizia held no royal title in 1999; she was Letizia Ortiz Rocasolano, a television journalist. Princess Leonor was born in 2001. Whatever the intended subject, the identification on this piece is anachronistic by at least two years.
