This is one of the more peculiar products of the late-1990s collector coin boom, when the Democratic Republic of Congo — freshly renamed after Mobutu's fall in 1997 — licensed its minting authority to European distributors producing themed issues with no connection to Congolese history or commerce. Juan Carlos I of Spain appears here simply because portrait coins of foreign heads of state sold reliably to European collectors. The coin never circulated.
