The Domaines Nationaux de Sainte-Hélène is the body responsible for managing Napoleon's estate properties on Saint Helena, and this issue draws its authority — and its commercial rationale — directly from that mandate. The French government retains administrative control over these Napoleonic sites, a jurisdictional oddity that allows coin issues denominated in francs to emerge from a British Overseas Territory.
Ascension Island has no historical connection to Napoleon; its inclusion in the issuing name is largely a licensing convenience.
